Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are issued from different nations. Significant resources is devoted on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capability enabled by current data. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Not long after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are demonstrably unable to replace in the near term.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new initiative from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is unrealistic to compel Moscow to surrender the territory that it already controls in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through diplomacy or military means, from believing that the situation will not change more in its advantage in the near future.
Conflicting Perspectives
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a entire defensive failure until conditions improve in its benefit.
Existing Situation
Factually, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their objective will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all served their function.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
